The Party Central Committee and State Council have always attached great importance to production safety, for safety in production is an important content of building a harmonious society, and an important measure to implement the scientific concept of development, and an important guarantee for achieving sound and fast economic and social development. Among the many industrial accidents, the sudden emphasis on the influence of major safety accidents in its wide range of social effects, particularly the reasons for a huge cause for concern. In this case, to explore the safety in production accident case-based reasoning system and use the past, similar cases of major safety accidents in production as a reference to aid decision-making, it is extremely meaningful. For there is a lack of rules and standards to define the field of terminology in Incident management of safe production areas, ontology modeling method is used to proposed system of production safety accident cases, and around the concept of system of production safety accident cases, this study establish the fundamental issue of library research, given the knowledge representation model for accident cases. This study shows the establishment of a specific incident management knowledge base solution on the model analysis of knowledge acquisition methods. Solution is gained through an analog business model of standardized terminology to establish human-computer interaction platform, with platform recording industry experience and the accumulation process in order to more quickly get to the field of terminology standardization, and then complete the establishment of case-database.For there is a lack of authoritative experts' case management in the field of production safety accidents and industry experience accumulated problems, and lack of detailed areas of logical relative reasoning. This study use the probability of statistical analysis and impact factor method in the structural model. Based on the the incident direction of the reasoning process into the calculation of the accident results may degrees, which simplifies the process of solving complex logic and reasoning, the conclusions to be made practical effect. Approach by calculating the effect, the system provides incident handling process, supporting policy-making functions.Base on the analysis, this study was designed and implemented prototype system. And use cases to be tested, the results show that the system has a good human-computer interaction, adaptability and feasibility.
