Liuzhou Acid Rain Control Legislation

At the end of the 80's in the 20th century, serious acid rain pollution occurred in Liuzhou, Guangxi Zhuang Autonomous Region,and it has caused great damage to industry, agriculture, people's lives and the ecological environment. based on a series of scientific research on acid rain pollution since 1987, the city Government established《Comprehensive Prevent and Control Program of Acid Rain of Liuzhou》in 1996. In the framework of the program,the city Government developed《City Air Pollutants Total Control and Management Approach》,《notices on strengthen the supervision and management of Coal Pollutant emissions》,《City Motor Vehicle Exhaust Pollution Control Regulations》,《City air Pollutants Emissions Trading Management Approach》and other related government regulations. These regulations have played a positive role in acid rain control in the past years. Not only the content not comprehensive enough, but defects in the development process, these regulations still have a large number of duplication to the top law and not specific enough. They are lagged behind the needs of acid rain pollution prevent and control and the practical economic development. Innovative proposals have been made to improve the existing regulations pollution prevention and control of acid rain on this paper. Make the relevant existing regulations integration and modification then became a targeted, integrated, comprehensive local regulation to prevent and control acid rain in Liuzhou. The article analyze the status, the causes and hazards of acid rain pollution, analyze the relevant existing regulations, pointed out their shortcomings and lag, argues for the need for prevent and control acid rain local legislation. Reference experience in the Acid rain pollution relevant legislation in Chinese and foreign, analyze the theoretical basis and the Constitution and legal basis for the local environmental legislation,determine the legislation's intent and principles. The local legislation have five specific content such as clear terms of various departments, strengthen energy management, promote emission reduction of sulfur dioxide, publish acid rain information and early warning, promote environmental protection trip.
