Research On Rural Production And Living Waste Of Local Legislation

In the matter of the modern life becoming increasingly rich and colorful,environmental protection problems are put on the agenda. The age-old "heavy city,light countryside" idea, makes the rural economy backward, serious environmentproblem is increasingly palpable. Environmental protection law is perfected gradually,In this paper, the rural production and living garbage will be the highlight, and somesuggestions are also put forward on the local legislation, making the countrysideenvironment protection have base as soon as possible.Based on the field investigation, the necessity of the rural life rubbish in theproduction of local legislation is drawn, mainly including:The first part is investigation of the writer’s hometown, meticulous investigationis made and classified for rural production living garbage produced on the currentsituation. This provides the basis for the local legislation of rural production and liferubbish, and reflects the urgent need of legislation.The second part is analysis of the causes for the production and living wastepollution. Mainly from two aspects: first of all, the essential reasons are summarized;second, legal reasons of the legislation and enforcement are detailedanalyzed.Meanwhile, the local legislation has been in the absence of state, and theexisting local legislation has been cited as reference.Although governmentdepartments have made effort in rural production and life waste treatment, but it ismore the policy regulation than execution of strength, thorough regulation still needslegal authority as the backing.The third part is integration analysis based on the above research. This paper putsforward the legislative proposals for relevant rural production and life wast treatment. First of all, two regulations are in urgent need for the countrysideproduction and life waste handling; Then, the government and the public’s obligationsand rights of the provisions are detailed, in which legal responsibility are regulated ifobligations are not carried our. Finally, for the rural life rubbish pollution caused bythe production of the case, the villagers’damaged rights can be listed. The rulesshould be presented and detailed in the legislation, which make the countrysideproduction and life garbage disposal and renovating can be carried out in accordancewith the regulation, and make the legislation can be implemented with less principle.
