Permian period coal seam in western of Henan province is classical Three-soft coal. For a long time, all coal mines were always low gas emission wells or high gas emission wells in this region. But as mining depth increases, coal seam geological condition become more and more complicated, gas pressure, stress and gas emission increase obviously, which make outburst risk increase rapidly. As a result, gas-dynamic phenomena happen frequently, previous low gas emission wells or high gas emission wells change into high gas emission wells or outburst wells responsively. One of the key problems of frequent outburst accidents is that outburst zone prediction technology need to be improved, distribution laws of outburst area need to be made clear. So, have researches on improvements of outburst prediction technology and methods, develop previous technology and then form a set of multi-scale outburst prediction methods and indexes adapted with complicated mining geological condition of Three-soft coal seam in wetern of Heanan province. It is of great importance.The paper analyzes 36 time gas-dynamic phenomena which happened in Zhengzhou Coal Bureau of Three-soft coal seam in wetern of Heanan province, studies basic characteristics and main influencing factors of gas-dynamic phenomena. Applied with gas-geology theory and technology, the paper still analyzes history and characteristics of regional geology structure in Three-soft coal seam in Zhengzhou Coal Bureau on multi-scale. Applying integrated multi-source data technology, the paper studies gas distribution law and its main influencing factors of Daping coal mine and Gaocheng coal mine. Through testing responsive gas and coal parameter in the lab, practical observation and records underground, the paper studies characteristics of macro structure, intension, gas emission of tectotic soft coal and its main influencing factors in Three-soft coal seam in Zhengzhou Coal Bureau. At the same time, the paper discusses relation among gas distribution, abnormal geological structure and outburst, collects and analyzes distribution characteristics of outburst prediction parameter during digging working face in Daping coal mine and Gaocheng coal mine. Based on the above researches, the paper also states gas-geology methods for multi-scale regional outburst prediction in Three-soft coal seam and prediction steps. Combined with practical gas and geological condition, the paper establishes a set of multi-scale outburst prediction methods and indexes adapted with complicated mining geological condition of Three-soft coal seam in Zhengzhou Coal Bureau through comprehensive analysis. Finally, applied with this method, the paper studies critical value of outburst prediction index and divides whole well and 21021 working face into different zone according to different outburst risk extent.
