Natural disasters increasingly serious, so it is imperative to disaster prevention and mitigation. Enhance natural disaster awareness become the main content of disaster prevention and mitigation. In 2005, the United Nations conference on the formation of disaster mitigation,《Hyogo Framework for Action 2005-2015》reflected world congress more focus on mitigation action. And, priority action key include "use knowledge, innovation and education at different levels; construct a kind of safety and disaster relief consciousness". UNESCO and SDR with reduction strategy expectations can mobilize around the world, including student and teacher school together, and conception 2006-2007 prevention education theme of natural disasters - "and natural disasters competition: relief work began in school!" the activities, the purpose is to promote the reinforcement, and will schoolhouse mitigation knowledge into the school curriculum. Education in improving has many advantages mitigation consciousness, teachers with great influence. Children are considered more effective propaganda objectives. All over the world, attach importance to the local community education research, pay great attention to the disaster based on infrastructure construction and protection.In order to understand the Shanghai high school students'natural disasters consciousness, promote the disaster-reduction work in Shanghai, Shanghai high school students to design a "natural disaster awareness questionnaire", and into 2009 survey. Investigation involves various kinds of urban and suburban school.Through the use of social statistical software on a questionnaire statistical analysis, the results showed that the natural disasters of Shanghai middle school students in medium low level of consciousness there big differences situation, the phenomenon of the individual. Attitude For education is of disaster prevention and mitigation of formal recognition and expect education and drill.Education situation because students by the disasters of the government policy, education planning, popular science education and related departments to influence, so the study of teachers adopt questionnaire respectively. Through the questionnaire survey and discussion to realize, teachers have relatively strong education will, but disaster the present teaching task and class under the influence of big differences, classroom penetration situation, is optional, spontaneous.At present, popular science education base is a middle school student accept education good place, but the content of education, disasters is less, and not content system is not comprehensive. Education base by lack of experience facilities, restricted conditions cannot be carried on training program.This study proposed a practical and has targeted strategies in order to ascend Shanghai high school students, so as to enhance the consciousness of natural disasters of Shanghai whole citizens level of consciousness, and improves overall national natural disaster awareness level. Strategy main involves government duty, education planning, the curriculum, teacher training, etc.; Study emphasizes, should pay attention to real disaster prevention, save drill in drilling, and strengthen the joint school and community.
