Research On The Environmental Damage Appraisal And Assessment System

After more than thirty years’ high speed economic development in China, Modernization and industrialization has brought human beings not only the welfare, but also a great number of pollution, which makes environmental resources face huge pressure. Especially in pace with China’s entering into the phase of heavy industry, urbanization and the new rural construction, a large amount of dangerous substance accumulates and assembles at a rapid speed, which turns out to be a heavy load of environmental pollution accidents like Cadmium rice, poison ginger, cancer village, Arsenic poisoning, has shocked people’s psychological barriers time and time again. Take the event of children found to have elevated levels of lead in their blood for example, it happened successively in many places, such as Ji’an in Jiangxi province, Fengxiang in Hunan province, Kuming in Yunnan province, Shanghang in Longyan city, Binzhou in Hunan province. Without any exception, the final conclusion all pointed to environment pollution.Health damage, property loss and the ecological environment destruction caused by environmental pollution has become a focused issue to the government, the general public and even the whole society. Besides, environmental disputes also led by environmental pollution have proved to be a key factor which could affect social stability. The Third Plenum of 18 th CPCC central Committee pays key attention to this problem and clearly pointed out that we must build the ecological civilization system and establish a system of compensation for the use of natural resources and the subsequent impact on the ecosystem. It becomes an urgent need to build environmental pollution damage assessment system, for it’s the major part of environmental pollution damage compensation system. The practical experience of developed counties has revealed that the environmental damage assessment system must be established through the formulation of environmental damage assessment legislation, technologies and founding guarantee system suitable for the nation’s conditions based on the specific environmental situation and main issues. China has done some work which mainly focused on marine ecological environment, fishery resources damage assessment, forest resources damage loss assessment and so forth, however, the managing function of environmental damage assessment is assigned to different governmental departments, and it’s flawed because of few cases of environmental public conpensation, insufficient environment privacy determination and conpensation.Based on the deep analysis of the concepts and connotation towards en environmental damage assessment, the value and function of environmental damage assessment was summarized from four angles. Furthermore, the current situation and the existing issues of environmental pollution damages in China was analysed considering current legislation, management and technological system. the countermeasures of improving environmental damage assessment were put forward aiming at the shortage of legislation, regulatory system, and funding guarantee system with respect to environmental damage assessment in China. It will be expected that this paper is about to have some value in boosting the development of environmental damage assessment and conpensation resumption.
