| Facing the development of economic globalization and the objective condition of socialist market economy system, China’s society puts more and more attention on organisational safety responsibility issues, of which requires enterprises to emphasis more on the life security of employees as well as the safety and stability of society instead of simply pursuing economic benefit. In other words, it is necessary to scientize safety management work to improve its capability, in particular, in chemical industry for the high-risk of its industrial technology, which challenges its safety management capability and poses a sever threat to its employees, equipment and even social goodwill if safety accidents occurred.This paper concerns mainly on the flaws of approaches taking for evaluating the safety management capability in chemical enterprises. Based on the theoretical achievements from organisational safety management regarding to its connotation and framework, this article will define the concept of safety management capability in chemical industry and, hopefully, could accumulate a knowledge aggregation through managing chemical enterprises’ safety system, which consists by four elements-staff, equipment, environment and institution-and reflected as capacity factors of safety knowledge in the fields of employees, equipment, environment and institution. AHP will be chosen as the evaluation approach to establish the evaluation index, which will marked by expert panel. Also, index weighting method of minimizing deviations will be taken in order to scientifically combine the objective outcomes with valuators’ subjective preference. Finally, I will use TOPSIS to grade the level of aggregation of safety management capability in chemical enterprises, and propose suggestions and countermeasures.The case used in this paper to evaluate safety management capability is a mine pressure station in Shengli Oil Field. Through empirical researching on the application of approaches mentioned above, this paper will assess the level ofaggregation of its safety management capability to try to find out the defects factors,and give relative optimization measures in the end. |
