According to the Shaanxi Provincial Development and Reform Commission “centralized heating source project construction in Yangling Demonstration Zone ”plans to build a power plant with(2 * 330MW) project. The construction of the project completed, will be in a certain extent to ease the enterprises and residents required for heat and electricity supply and demand contradiction, is conducive to the improvement of surrounding area environment, can effectively improve the "small boiler" widespread phenomenon. This article used analysis method, expert qualitative and fuzzy comprehensive evaluation model with the level of understanding of the demonstration area in Yangling City, based on the actual situation of agriculture, carry out the evaluation of the status about the city and the agricultural ecological environment, then, the evaluation results combined with the engineering project are analyzed, and the influence of project area sensitive target selected by the remote sensing image, carry out the project of pollutant gases generated by the(SO2, F, NO2, compound), waste water, dust and coal dust ash on the affected zone of ecological agriculture and forecast the evaluation, finally puts forward some ecological protection and monitoring plan. The results show that:(1) Evaluation of urban ecological situation evaluation. I established evaluation system of urban ecological environment, including urban structure, urban function and urban harmony about 31 small targets. Finally, find out the results is 0.5903 by ecological index formula of all levels of indicators. The ecological degree is high, but lower than 2002.(2) Evaluation of the ecological status of agriculture. I built an agricultural ecological evaluation system, based on three level indicators 18 indexes. Count the evaluation of regional agricultural eco-environment quality score is 7.2385.(3) On the basis national implementation of atmosphere environment standard and thermal power plant standards for the discharge of atmospheric pollutants, on after the completion of the project may be caused by SO2, F and NO2 pollutant gases and dust, waste water, ash and coal yard dust impact on sensitive response prediction. The results show that:A.SO2 in the distance engineering chimney out of the local long-term concentration of 0.05mg/m reached maximum 119 m, can meet the growth limit of sensitive crops, will not be affected;B. Project using electrostatic dust removal technology on fluoride adsorption, Fluoride Sensitive crops can satisfy the daily average concentration limits: 5.0 mg/dm2·d, sensitive to fluoride crop normal growth will not impact;C. Project using limestone- gypsum wet flue gas desulfurization system, electric bag composite dust collector, low NOx combustion technique and SCR denitrification technology, the emission concentration of smoke and dust, NO2 can completely does not affect the growth of sensitive crop. D. Wastewater generated by the project will contain higher salt content and sewage discharged into the urban pipe network, but not only;E. Gray of the address field selection does not pose impact on groundwater, and the corresponding management measures, will not cause dust, high storage capacity, can meet the needs of 6 months ash heap.
