The total amount control of river basin water pollutants is the focus of river basin water environmental management, and river basin water pollutant total distribution is the core work of the implementation of total quantity control. As the high density of population in many of our river basin and large pollution load intensity, there exists cross-border conflict within basin areas between administrative areas and between the upper and lower reaches as well as between tributaries. There is a big demand for allowable discharge amount of regional watershed pollution emission. To solve this problem, a reasonable total distribution scheme is required to be implemented, but the total distribution scheme in process fails to meet the principal of fair distribution and efficiency, which makes the distribution scheme in lack of rationality. So the research of more fair and reasonable water pollutant total amount allocation has some important practical significance.In this research the basic principle of fair distribution has been proposed as well as the consideration of economic level for each control unit as the aim of our study of total amount allocation. According to this thought, a principal line of distribution is " River District-Administrative Region-Pollution Source" is put forward. As to" River District-Administrative Region" maximum pollutant emissions allocation, the method of Delphi-AHP and Geordie Coefficient has been used to meet the principles of fairness, and efficiency of the distribution results; For "Administrative Area-Pollution Source "current reduction distribution, the proportional allocation method is being used for the calculation of current reductions of pollution source, the allocation result accords with the principle of fairness. The main research contents and results are as follows:(1) The identification of principal distribution line:From the point of facilitating administrative management, select the " River District-Administrative Region-Pollution Source " two step distribution line, allocate the allowable maximum emission respectively in" River District-Administrative Region", distribute the current reduction in" Administrative Region-Pollution Source ".This distribution method can hand over the total target layer by layer to the administrative areas and pollution sources, paving the way for total amount control.(2) The choice of allocation:In the water environment capacity calculation based on the model, the non-point source pollution source survey and empirical parameters, calculation of rural life source, non-point source, scattered farms the pollution into the river, to build a maximum allowable emissions model and status reduction model. The maximum permission emission chooses Delphi-AHP as the total initial allocation, can avoid the subjective problem of the normal level analysis to some degree. The Gini Coefficient Method make some evaluation and adjustment of the initial allocation result. By choosing the population, GDP and the water resource as the index of the Gini Coefficient allocation, it make the adjusted total allocation outcome can meet the fair principle and take account of each Administrative Region. The application of Equal Proportion Method to allocate the current abatement amount make its outcome more fair.(3) The establishment of the index system:The total establishment of the index system for the maximum permission of the emission allocation, the four decisive factors for the total allocation including the development of each Administrative Region, the level of the economy and technology, the water enviironment and the water resource. The choice of18analysis index make up the structure of the total initial allocation, making the calculation of the allocation cover the society, economy, water environment, water resource of the Administrative Region and the outcome more reasonable.(4) The case study:Taking Dan River in Jincheng as the study object, we carry out the case study of the total allocation model. In the part of "River District-Administrative Region ", based on the Delphi-AHP, the Gene coefficient had been promoted. The allocation outcome of the maximum permission emission of water waste is in accordance with the current situation of the society, economy and techonology, water environment and water resource. The allocation outcome is of more equity. The allocation outcome of the current abatement amount will basically meet the fair principle. Thus, total amount distribution line, distribution model, setting up index system of reasonable allocation and allocation scheme is feasible.
