The Research On The Governance Of Ecological And Environmental Problems

At present, China’s ecology and environment are suffering from more and more serious destruction. Ecological and environmental problems are becoming increasingly prominent. They have seriously hindered the economic development, and even have endangered people’s health and life safety. Solving the problem of environment, and alleviating ecological crisis have been very urgent. Government and the society have begun to realize the importance of the ecological and environment protection and have put them into practice. However, the integrity of the regional ecological environment problems, systemic characteristics,complexity and uncertainty have posed a great challenge to regionally ecological and the environmental governance ability. The marginal effect of traditional command-and-control governance’s model has increasingly weakened, which presents the state of fatigue and inefficiency, making it difficult to realize the regional ecological and environmental continuous improvement. The collaborative governance theory of Environment has been more and more popular in recent years. It is based on the profound reflection of the government’s leading governance mode. Through ordering, self-adaption and the organizational mechanism design, it helps the government, enterprises, social organizations and individual citizens, organizations and actors to show their resources, knowledge, skills, and other advantages, making the system in the process of generation and transformation to achieve the balance of the more advanced. It also helps to realize that the implementation of the ecological environment "overall function is greater than the sum of local governance effect. Although the domestic and foreign scholars have paid attention to the importance of regional environmental governance of the local governments, enterprises, environmental NGO and social public.And has obtained many meaningful results. But the existing research is mainly about the application of the idea of collaborative management in regional environmental governance. It lacks the in-depth and comprehensive analysis; Quantitative analysis model of intervention is not enough. The objectivity and operation of the research is limited. The mechanism of system design, technical innovation of the regional environment of collaborative governance should be further analyzed and should be followed up. Based on this, this paper presents a collaborative goal together, the whole life cycle and interests coordination concept. And it puts forward some practical and feasible solution, which is aimed at improving the regional ecological environmental governance to improve the level of regional ecological environmental governance and efficiency. First, this paper analyzes the regional environmental management target system, target practice elements of collaborative optimization are discussed. Then it based on the goals of green, inclusive and orderly and inter-generational justice, establishes the effect of these subsystems function. And on the basis of the construction of regional environment management optimization model of coordination degree of the target system. Secondly,Aimed at the disadvantages of the existing regional environmental "end-treatment", combining the development trend of regional environmental governance, it analyzes the necessity and possibility of the introduction of the whole life cycle theory.It also establishes cooperative governance model, the whole life cycle of regional environment and carries on the analysis. Finally, it analyzes collaborative governance plural the premise condition of regional environment, and then moves on to each subject area environmental cost-benefit considerations. On this basis, it adapts the shapely method to construct the profit distribution model of regional environmental governance. And this paper discusses the benefit coordination mechanism.
