To implement the《CPC Central Committee decision on deepening reform of the overall number of major issues》 issued by the Third Plenary Session of the Eighteen, in 2014, China established" the institutional system of creating ecological civilization" as the theme of sustainable development strategy. To establish the coupling coordination development mechanism between regional ecological environment and economy, is an important part of achieving China’s sustainable development, but also an important guarantee of human society to achieve sustainable development strategy goals. In the current development background, This article gives an objective review on the existing evaluation methods and models, and also selects scientifically and legitimately the evaluation systems of environment and economy based on using the basic theory of sustainable development, the coordinated development, the ecological economics, the low-carbon economics and the ecological civilization. Based on evaluatting the coupled coordination between environment and economy of the five functional areas of Chongqing City, There are five main conclusions as follows:(1) Through comprehensive and systematically reviewed the existing abroad evaluation methods, models and indicators, the paper proposes the most appropriate methods and models, that is to evaluate the current ecological security by using the qualitative analysis of the ecological carrying capacity in Chongqing, and then take a comprehensive evaluation on the degree of coupling coordination between the environment and economic system of the five functional areas in Chongqing. After in-depth study the indicator system of the ecological civilization city, urban low-carbon economy and building a moderately prosperous society, combined with the existing evaluation system, the paper choses 16 indicators from two aspects of environment and economy system, including environmental indicators 8 class, socio-economic 8 class, finally taking a quantitative analysis by using SPSS and Excel software for data processing.(2) This paper mainly references the conclusions of the per-capita ecological carrying capacity and ecological deficit in the 《Sustainability measurement and analysis of Chongqing based on ecological footprint model》 by Lanyang, Yaojian et al, and take a qualitative analysis on the ecological carrying capacity of Chongqing. The results show that, with the enhancement of regional economic development in Chongqing, vigorously promote the construction of urban forests, strengthen the construction of controlling soil erosion and reserving nature, the per-capita ecological carrying capacity and the ecological deficit both are on the rise from 2008 to 2012 in Chongqing. This trend shows that human’s activities had exceeded its ecological safety, and the ecological environment system will become increasingly unstable, and to some extent, it will impede the process of Chongqing’s sustainable development. The measures including how to adjust the industrial structure, optimize structure of using land, accelerate the construction of regional ecological economy, is playing an important role in promoting Chongqing’s ecological balance and sustainable development.(3) This paper takes a empirical research, based on the time series data from 2008 to 2012 and is of ecological environment and economic system of Chongqing’s five functional areas. The research have shown that both the ecological environment index and the economic development index of Chongqing’s five functional areas are in an upward trend from 2008 to 2012. the ecological environment index(f(x)) of urban functional core area rose from 0.37 to 0.60, and the economic development index(f(y)) rose from 0.33 to 0.64; The f(x) of urban functional expansion area rose from 0.29 to 0.49, the f(y) rose from 0.32 to 0.63; the f(x) of the new urban development area rose from 0.18 to 0.45, the f(y) rose 0.30 to 0.60; the f(x) of the ecological conservation development area in Chongqing’s northeast from 0.13 to 0.43, and the f(y) rose from 0.31 to 0.61; the f(x) of the ecological protection development area in Chongqing’s southeast rose from 0.17 to 0.44, the f(y) rose from 0.31 to 0.62. This shows that, during the transition to the "Twelve Five Year Plan" of Chongqing, the development of the regional ecological environment and economy both had different degrees of improvement and upgrade.(4) Empirical research on the coupling coordination degree shows that:from 2008 to 2012, the coupling coordinated developmental degree of the five functional areas in Chongqing is changed from 0.30 to 0.60, and inc reasing every year. Although it is in a relatively stable upward trend, but there are differences in the level of coupling coordination development:the coupling coordination degree of urban functional core area changes from 0.42 to 0.61 (that is from the verge of disorder to the primary coordination), and is higher relatively compared to other four areas, the level of all the four districts is from mild disorder to barely coordinated. As a result, the sustainable development of Chongqing’s five functional areas, requires the coordinated development both within the region and between regions in order to achieve Chongqing’s sustainable development.(5) Based on those findings and problems in the development of the five functional areas in Chongqing, this paper proposes some countermeasures to promote the development of five functional area in Chongqing, such as prominenting regional characteristics and functions, establishing mechanisms for dislocation development; protecting ecological environment, building ecological civilization city; increasing environmental investment, improving the environment quality; acceleratly adjust the industrial structure and rational planning and distribution and so on.
