The orderly service and management of Boats and ships’solid waste materials is one of the important ways to deal with water pollution. As the largest port of China, there are tens of thousands of boats and ships entering and leaving Shanghai port every year, and the amount of solid waste materials produced daily is tremendous. On average,103 tons of boats and ships’ solid waste materials are produced every day, and it is increasing at the rate of 6%--7% annually. As such, establishing a sustainable Shanghai City boats and ships’solid waste materials service and management system has become an important topic in today’s water area management. On this basis, this article illustrates the function of government in providing public productions and services through collection of basic information. Secondly, it irons out the development of Shanghai port’s boats and ships’solid waste materials collection management, present condition, and finds out the difficulties of the present supervision department. This article points out that the Shanghai port’s boats and ships’ solid waste materials management started late, and its development was unbalanced, leading to a series of problems against the growth of market, and causing the pollution of water environment. Under such a new condition, the government management department has to recognize the problems, find out the causes, and rectify the situation. Establishing a perfect boats and ships’ solid waste materials management system is an urgent task. In addition, it analyzes more deeply into the problems presently existing in the Shanghai port’s boats and ships’ solid waste materials management system, and anatomizes the problems in the management modal, pointed out various problems such as the lack of investment in the basic construction, lack of law enforcement by many departments, and insufficient market supervision, etc., the article pointed out that the essential problem of the boats and ships’ solid waste materials services market is its insufficient degree of commercialization, its indistinguishable boundary between the government and the business sector, and its lack of equity among power, responsibility and benefit, creating obstacles for the progress towards commercializing the boats and ships’ solid waste materials services. Finally, the article covers the attribute of the environmental protection of standard public materials, and basing on the principle of a clear demarcation of power, responsibility, and benefit between government and commercial sector to encourage further commercialization, it suggests the counter measures to optimize the Shanghai city’s management model of the boats and ships solid waste materials. It mainly includes increasing governmental commitment,establishes a scientific arrangement for re-collection of boats and ships’ solid waste materials, establishes a perfect policy and legal system, and ensures a perfect execution of supervisory and law enforcement system, strengthens the combined service forces and linkage, through perfecting the mechanism of resource management and government purchasing services, plays a leading role in establishing a matured boats and ships’ solid waste materials services market. It also pointed out that the key in achieving the above is that the government must be able to recognize its role in the construction and management of the services market, and endows the equitable power, responsibility, and benefit to the private enterprises.
