As an important part of municipal solid waste (MSW) processing system, wastetransfer system connects the source-collection part and end-disposal part. The scientificand systematic design of the waste transfer system plays a key role in influencing theprocessing effect of the whole system. It is meaningful for the realization of the―reduce,reuse and recycle‖of MSW, for reaching circular economy, for the construction oftwo-oriented society, and for reaching the goal of sustainable development. However, thecurrent status of the cities indicates that not much attention is paid to the waste transfersystem. In many cities, the problems of the waste treatment process come from thetransfer system. In most cases, the related sectors pay more attention to the supervision ofthe source-collection part and the end-disposal part, ignoring the parts in between.This paper analyzed the risk factors in the planning, design, construction and operation ofmunicipal waste transfer system. By analyzing these factors, this paper found the reason whythe risks occurred, determined the nature of the risks, clarified the consequences of the riskoccurrences, summarized the applicable ways to cope with the risks of the waste transfersystem, and established risk evaluation index system. In the case study of Suizhou, Hubeiprovince, the possibility and consequence of each risk factor were quantified. The riskprobability and severity of the waste transfer system in Suizhou was calculated to get the riskvalue. In the meantime, this paper determined the risk standard level of the waste transfersystem. The results showed that the waste transfer system of Suizhou had a high risk level.According to the result and the problems in the supervision of the waste transfer system ofSuizhou, the importance of the risk supervision for the waste transfer system was furtherdemonstrated. Finally, according to the analysis of the possibility and severity of all sorts ofrisks in the process of risk evaluation, combined with the current status of Suizhou,suggestions were made about the risk supervision of waste transfer system. Three types ofsupervision model for waste transfer system were compared and analyzed. A comprehensiverisk supervision model of―government/market binary supervision–public assistingsupervision‖was established for Suizhou.
