Since the reform and opening up,large inflows of FDI have produced a profound impact on economic and ecology.For the purposes of FDI investment distribution, the main area of attracting FDI have been the eastern provinces,but in recent years the central and western provinces attract a great deal of FDI.Form carbon emissions perspective,with FDI inflows increasing the carbon emissions in the eastern provinces reduce gradually,while the central and western provinces opposite.Visibly,as the most importantly international technology spillover channels,the influence on carbon emissions for China’s provinces vary.Investigating its reasons,FDI in promoting technical progress is restricted by various factors,and human capital is the most important factor.The level of human capital determines the degree,effect and the absorbing ability for FDI technology spillover,which effect the size of carbon emissions.In recent years,China have gradually upgraded human capital,which is still low overall.This paper discuss FDI technology spillover has impacts on carbon emissions from the theoretical and empirical perspectives, so that we can obtain real and reliable conclusions, and provide some valuable suggestions which make full use of the FDI technology spillover to reduce the carbon emissions.As the opening,this paper introduce the research backgrounds,significance,and related documents.The second chapter analyses the classical theories of ecological effects,elaborates FDI technology spillovers have influenced on carbon emissions of 29 provinces from four effects,and points out human capital threshold effect exist.The third chapter deeply analysis 29 provinces’ FDI,human capital level and carbon emissions.Chapter four empirically analysis the effects of FDI technology spillovers on 29 provinces’ carbon emissions of,which have a threshold effect of human capital by building a threshold effect empirical model based on human capital,and selecting 2000-2012 panel datum of 29 provinces.Results show there exist a significant human capital threshold effect,in this provinces human capital is high,there is a significantly positive technology spillover when FDI inflows,which contribute to reducing carbon emissions and promoting ecological environment quality.However,in these provinces the human capital level is low and don’t reach the lowest threshold minimum,FDI technology spillover extents and effects are not obvious.In addition,the absorption capacities for FDI technology spillover are limited,which produces a negative effect and is not obvious in reducing carbon emissions in some extent,even increase carbon emissions.At last,the researches are summarized,and some policy suggestions are put forward according to conclusions of the research. We should make every effort to attract FDI enterprises of having the technological advantages,and increase investment in human capital.
