Human activities,since the industrial revolution,have gradually brought negative effects on the present environment.The intensification of human activities and the excessive consumption of natural resources,especially since the 1950 s,have continued to deteriorate our living environment.In order to achieve sustainable human development,countries around the world had begun to object the economic growth,that previously only focused on economic growth,and gradually sought a "double satisfaction" development path for environmental protection and economic growth.In response to the pressure on resources and environment currently facing China.The current direction is to improve the economic structure and promote sustainable development of population,resources and environment.The "Thirty-Five Year Plan" reiterates the need to "sustain economic growth,change the outlook for economic growth,adapt and improve industrial infrastructure,promote innovative development,promote shared development,and promote ecological civilization."(China)proposed to strengthen the construction(beautiful)"as the mission goal.it is required to achieve the goal of environmental protection while minimizing the adverse impact on the economic growth of regulated enterprises and regions in order to make win-win of economic enhancement and environment protection.With the further acceleration of the reform and opening up process,productive forces and science and technology have been developed rapidly,and the living standards of the people have also been greatly improved.However,the state of the environment in our country is getting worse and worse.The "smog weather" in Beijing,Tianjin,and Hebei,and the long-term drought in Yunnan have all reminded us that it is urgent to solve environmental problems.The establishment of international green barriers and the convening of the Copenhagen Conference also demonstrates the importance that governments attach to environmental issues,and of course China is no exception.In the past few years,China has increased the intensity of environmental regulations,strengthened the enforcement of environmental regulations,and expanded the staffing of environmental supervision.But these efforts have not been effective in improving environmental problems.China is a vast country and a country with extremely uneven development.China's environmental regulations should not be simple and unified,but should adopt different types of regulations or strengths for different regions.This article analyzes the impact on the technological innovation of environmental regulation,of export enterprises from both static and dynamic aspects,and analyzes the positive and negative effects between environmental regulation and technological innovation.Then,the model was used to verify that when there is regulation,export enterprises will produce less pollution emissions than when it is not regulated.By comparing the impact of environmental regulations on the market share and pollution emissions of enterprises,it is found that the adoption of the market Environmental regulations will make enterprises occupy a higher market share.Then,the panel data of 30 provinces from 2010 to 2018 were used to conduct an empirical analysis of the relationship between innovation and regulations.From that results of the regression,it is found that in the short-term,environmental regulation will inhibit the technological innovation of regional export companies to varying degrees,but in the long run,environmental regulation will show different degrees of positive effects on the technological effects of different regions,of which the eastern region This is particularly evident,followed by the central region and less significant in the western region.Therefore,China should take into account the specific conditions of different regions and formulate targeted policies to ensure that the efficiency of environmental regulations in each region is high and the overall cost is low.
