Since the reform and opening up, the booming economy of China has made remarkable achievements in the world. However, the development of extensive pattern result our country in more and more serious environmental pollution. With the development of economic, China constantly uses a variety of environmental regulations and policies to control environmental pollution, which has also become a hot topic in the academic study of environmental regulation. The foreign trade, as one of the "three carriages" in China’s economic growth, the export sector is still based on labor-intensive industries and pollution-intensive industries, which mainly consume large quantities of resources and the environment while expanding the trade scale. Therefore, optimize the structure of export trade and control the export of high energy consumption, high pollution and resource products will play an important role in our country development.This paper makes theoretical analysis and empirical analysis which focuses on the impact of environmental regulations on export trade structure. In the theoretical part, we define the concept of environmental regulation and export trade structure and describes the relevant theoretical. Secondly, this paper introduces the type, the development process of China’s environmental regulations policy, it is certainly that make classification and summaries to the existing environmental regulations policy instruments. Finally, the study find environmental regulation could optimize export structure by the means of factor prices, transfer of industries, changes in technology innovation and demands. Meanwhile, we also compare the differences between different types of environmental regulations how to affect the structure of China’s export trade.In the empirical analysis, firstly use the time-series data during the year 1997-2013 to make econometric analysis, our results show that environmental regulation could make a contribution to optimize the structure of export trade. Affected by the impact of environmental regulation variable, the proportion of manufactured goods exports and its competitive both present decline after rising. In the regression model which considered many factors, the study found that environmental regulation is also an important factor in the export of labor or resource-intensive products and the capital and technology intensive products.Secondly, we use the panel data during 2004-2011 year to study the impact of environmental regulations on the exports of pollution-intensive industries, the empirical results show that a U-shaped relationship between export volume of pollution-intensive industries and China’s environmental regulations. Our current environmental regulation strength of pollution-intensive industries is 5.546, which is on the left of inflection point, the enhancements of environmental regulation will lead to a decline of the industries exports, but it helps to optimize export structure. In addition, the empirical results also indicate:the common effect of environmental regulation with FDI and environmental regulation with technological innovation are negative to the exports of pollution-intensive industry.At last, we summarize the findings and make recommendations to promote the optimization of export trade structure based on the results...
