The Regional Differences Of Chinese Local Governments’ Environmental Performance And Strategy Analysis

30 years implementation of China’s reform and opening up has made remarkable achievements in economy. Chinese people has witnessed clear water and blue sky damaged resulted by industrialization and urbanization when they are enjoying the satisfaction of highly material life. In post-industrial era, we often see environment pollution, such as cancer villages, fog and water pollution causing negative effects to human health and ecological environment in life or on the news. Encouragingly, the Chinese government has not be carried away by the appearance of economic prosperity and gradually recognized the harm of environmental degradation to the public and social. Sustainable development path, green GDP, low carbon cycle development path and a series of governments’economic guiding policies show the determination of improving environment. Summary reports of the 18th session of the National People’s Congress clearly put forward to strengthen the construction of ecological civilization, In the face of the grim situation of tight resource constraints, serious environmental pollution and ecosystem degradation, we must establish an ecological civilization concept of taking good care of nature, protecting nature, put it in a prominent position, then hand it into the economic construction, political construction, cultural construction, social construction and the whole process.This article is based on this background, selecting environmental efficiency as measure standard with 30 provinces’environmental efficiency survey data from2005 to 2012, analyzing the regional affecting factors and regional differences of local governments’environmental performances. The purpose of analyzing local governments’ environmental performance affecting factors is insisting on the premise of the concept of sustainable development, closely with the actual situation of local governments’ environmental protection work, striving to build an ecological and environmental protection living-hood. On the basis of this, we can narrow the regional gap and improve local governments’ environmental performance. So in the future for a long time, strengthening environmental governance has become China’s local governments important work on the whole, while the performance appraisal is also an important indicator to measure whether the government has made progress. Based on this, concreting specific countermeasures from the perspective of government regulation theory, governments at all levels need to analyze, summarize and put forward the corresponding countermeasures so as to promote and optimize environmental regulation of local governments, eliminate the regional differences.
