Pollution reduction in livestock farming is raised by the practice of the scientific approach to development in China.It is carried out highlighting in the plight of the growing contradiction between environment and resources. Pollution reduction in agricultural based on transformational development.It has increasingly become the central task of environmental protection work and an important starting point since 2011. It has become China’s major roads to explore new environmental protection practices. Based on the theory of recycled economic etc, this paper investigates the main pollutant emissions of livestock farming and the main boundary section water quality indexes of the Songhua River in Song Yuan. Meanwhile, livestock farming COD and NH3-N discharge in Song Yuan environmental learning curve are separately built. The correlation analysis of livestock farming pollution emission and the main boundary section water quality indexes is performed. Emission reduction targets based on the environmental learning curve, this paper forecasts the accessibility of branding emission reduction targets for Song Yuan to the late “12th five-year”, and analyzes that livestock farming pollution emission has some effect on the main boundary section water quality indexes, which provide scientific basis in order to further reduce emissions decomposition of tasks and Song Yuan’s “13th five-year” environmental protection planning, so as to Song Yuan transformation development and government administration to formulate appropriate policies reference. This paper introduces the good experience of advanced pollution reduction at home and abroad, based on the real condition of Song Yuan. Therefore, relevant targeted countermeasures are put forward and combined with origin emission reduction, process control,end governance in this paper.
