The System Of Marine Oil Spill Emergency Response

Along with the rapid development of industry and economy, as well as the increasing demand of petroleum and its products, a series of oil spilling accidents frequently occur, which lead to serious oil pollution. The marine ecology is according destroyed, and the coastal economic development was restricted. In order to control and clear the oil spill, it was high time researchers were focusing on how to determine the oil spill, quickly take measures to emergency response, and adopt a scientific contingency measures and programs.Many factors make oil spill emergency response carry out quickly and efficiently, such as the old marine oil spill emergency facilities, the behind of emergency professional ranks, the lack of emergency response material support. For effectively controlling the oil spill, mitigating the harm to human and destructing the marine environment, the scientific team of this subject spent more than one year investigating the relevant literature and systematic understanding, analyzing and summarizing of China’s marine oil spill emergency response system status. Based on the research of this team, the marine oil spill emergency response system was constructed by four parts:the analysis of identification, the emergency response, the marine oil spill response off and the repair of marine ecology. It is necessary for each component of the marine oil spill emergency response system, and every section plays an important role in the whole system and helps the system improve the function and efficiency of the entire oil spill response process.First of all, this paper introduced the marine oil spill response system and it’s characteristics of the developed countries. Comparing the status of China’s oil spill response, the backwards and shortages were revealed this field of Chinese oil spill. Secondly, this paper deeply discussed the structure of the content of the marine oil spill response system, especially for oil monitoring methods classify. It also summarized their respective advantages, and analysis of the current oil spill emergency supply and reserve status, then configured the quantitative library of materials on the different types of emergency equipments in detail. Thirdly, disadvantage of oil spill command center was discussed and point out improvement methods and complete the system. Because oil spill and disposal technologies were to wide ranged, this paper distinguished each technology s application conditions. Then, this paper deeply discussed model for the assessment of the economic losses caused by the oil spill. After date successful examples were given to display the recover from the marine ecological environment. A large number of mathematical models have been showed in this paper, which can be significant database in the whole process. Finally, the entire of marine oil spill emergency response system was summarized, and the developing of this research area was proposed.
