over the past ten years,all trades along the Yangtze River have been developing rapidly,especially energy and transportation.So the type and quantity of petrochemical products transported by water increased dramatically,but on which it has oil spill risk,if the accident occurs,it will lead to a series of environmental and resource problems,restricting the development of local economy.Firstly,once oil leak into the water,it will pollute water source directly,thereby endangering the safety of residents,causing major social events;Secondly,it is a threat to the ecological environment;what's more,it will cause fire and explosion,endangering the safety and property of residents nearby.Therefore,compared with the marine oil spill accident,the consequences of pollution accidents in inland water are more serious,not only result in greater pollution but also trigger a wider concern.And it is very difficult to predict oil spill accident,so we should rush to the place and quickly take effective measures to prevent oil spreading when accident happens,then able to reduce the adverse effects of oil spill pollution.So,it is of great significance to strengthen the construction of the oil spill emergency response system and related facilities,and put forward properly layout to the oil spill emergency point.In order to choose the oil spill emergency point properly,this paper identifies risk indexes of the oil spill and sets up assessment system above all,then based on cloud model,found the quantitative evaluation method,moreover,using Adaptive Differential Evolution for solving efficiency optimization model,so as to obtain best layout of the oil spill emergency point through calculating,offer reference for the government department concerned finally.This paper includes five chapters: The introductory chapter,which begin with stating the background and significance of topics,the status of the research,research methods and contents.The second chapter introduces the analysis of the oil spill emergency demand,the present situation of oil spill emergency capability and the construction of oil spill emergency response capacity along the Yangtze River.Risk assessment system of inland oil spill emergency and efficiency optimization site selection model is introduced in the third chapter.In the forth chapter,by using the model established in chapter three and collecting date about site selection in Jiujiang areas,to get best layout of oil spill emergency point.The fifth chapter is the conclusion,pointing out the inadequacies about how to choose oil spill emergency point,and the future research is prospected.
