| Marine oil spill is a serious environmental disaster, it results in long-term and significant adverse effects on the marine environment and social-economic activities.Therefore, it is necessary for taking rational, rapid and efficient emergency disposal measures in the event of an oil spill. Firstly, it should make a threat degree assessment of the oil spill accidents rapidly. Secondly, according to the threat level, it evaluates which emergency technologies are the optimal measures. So, it can not only clean up the oil efficiently, but minimize the environmental impact and economic costs.In this paper, all related factors influencing the threaten degree were analyzed carefully, then a hierarchy index system was established, which covers oil spills, oil characteristics, ship conditions, sea types and sea states. Using the analytic hierarchy process (AHP), index weights were assigned. With the fuzzy comprehensive evaluation method, oil spill threat level was estimated.Making up for the inadequacy of economic factors as only indicators in the technologies evaluation, both environmental and economic factors were also taken into consideration in the research, and a technical assessment index system of emergency measures was constructed. The threat level determined the relative importance among the indicators of technical assessment. If the threat was very serious, technical performance was the most important, environmental performance was second, and economic performance was the final.While the threat degree is minimum, the order of the relative importance of indexes was just the opposite. Different relative importance of technical assessment indexes constructed different judgment matrix, so the weights which were the calculation results of the matrix was different. Finally,the indicators weights greatly influenced superiority and inferiority evaluation of emergency disposal technologiesXiamen, Fujian "Min fuel for2" oil spill accident was selected as an example to validate the mathematical models. Based on the model of threat level assessment, the oil spill accident was assessed as the most serious. According to the level assessment, the corresponding matrix was constructed and its calculation was the weights of indexes in the assessment of emergency disposal measures. Using fuzzy comprehensive evaluation method, disposal measures aimed at the accident was assessed to select which are the best, it provided a basis for further optimization of technology selection, not only realizing high-efficient and economy, but protecting the environment. |
