As the oil spilling has been the key object of research by domestic and foreign experts, ship accidents and land-based sources of pollution are the main source of oil spills at sea. Once an accident of oil spilling occurs, It undoubtedly will be a huge threat on the life, property and environment. Research of oil spilling risk has been developed in many ways at home and abroad, but the calculation and quantitative analysis of the oil spill risk in specific waters needs further research.The risk of oil spilling is affected by various factors. How to effectively tap these effects elements, target to establish an evaluation system and determine the acceptable risk criteria, quantitatively analyse of oil spilling risk and make the maritime regulatory focus, is the focus of this study.This paper process and analyse by using the theory of gray relational analysis and risk index method to Qingdao Sea oil spill data with reference to IMO guidance documents, and eventually establish the oil spilling risk analysis model in the sea of Qingdao area, and has been reasonably proven. This model provides an important reference for the maritime regulation of Qingdao, lay the foundation for maritime scientific supervision to ensure the safety area. Meanwhile, the model can be widely used in the other areas by modifying.
