In recent years, people have put forward new demands for the quality of life and living environment. So the coordinated development of economy and environment become increasingly important. Guangdong Province has been listed as one of the low-carbon pilot in five provinces and eight cities by NDRC in 2010, the status quo of low-carbon economic development here attracted more attention of the scholars.21 prefecture-level cities in Guangdong Province are used as the research goal, the fixed assets, energy consumption, labor as inputs, carbon dioxide as undesirable output, GDP as desired output, calculating the static level and dynamic changes of carbon emission efficiency of 21 cities through the environmental DEA model and ML indices analysis research. What’s more, dynamic efficiency is decomposed into technical efficiency and technological progress two factors. Using the panel regression to study the influencials of industrial structure,energy intensity, the level of economic development, openness and urbanization on dynamic efficiency differences.The results show that in the same production frontier, cities which are static efficiency effective are Guangzhou, Shenzhen, Zhuhai, Shanwei, Chaozhou, and Maoming; Qingyuan and Shaoguan scores low, while the overall still performs well, average scores are all 0.8 above. Malmquist-Luenberger productivity index is used to measure changes of total factor productivity. The ML index performed an upward trend study from the research results, its factors technology advances and technical efficiency drops, technology advances is a decisive factor for total factor productivity. The size of four regional’s annual TFP increases are the Pearl River Delta increases most, West Wing and East Wing at the middle, the Mountains increase least. the annual increases of technological progress go along with TFP. The annual technical efficiency increases are the Mountains and the Pearl River Delta increases more than East Wing and West Wing. In the factors affecting the total factor productivity, industrial structure have a negative effect on the PRD, whereas positive impact on the East Wing. The energy intensity are a negative factor for the Pearl River Delta, the west wing and the Mountains; the level of economic development have a significant positive impact on the Pearl River Delta, East Wing, West Wing and the Mountain; openness have a negative effect on the Mountain; the level of urbanization have a negative effect on the Pearl River Delta, East Wing and the West Wing.
