With the intensifying of global warming,carbon emissions have become the focus of human social attention.China,which is the world's largest carbon emitter,is under severe pressure to reduce emissions.As an important pillar industry of China's national economy,the construction industry has the characteristics of high industry correlation and high carbon emissions.Therefore,how to scientifically evaluate the carbon emission efficiency of construction industry and take targeted measures to improve it effectively is of great significance.This thesis analyzes the carbon emission efficiency of national and provincial construction industry from 2005 to 2015 with both static and dynamic efficiency and explores its main influencing factors.At first,carbon emissions calculation model is established based on the discharge coefficient method and input-output method to account the carbon emissions of national and provincial construction industry;then,super SBM(Slacks-Based Measure,SBM)model with undesirable outputs and ML(Malmquist-Luenberger,ML)index are built to research the carbon emission efficiency of construction industry from static and dynamic perspectives;finally,the influence factors of the carbon emission efficiency are explored with Tobit model,and the targeted policies are proposed.The results show that:(1)The construction industry direct carbon emissions have distinct differences among regions,the eastern region has the highest carbon emissions,the central region,the western region and the northeast region are decreasing in turn.(2)The carbon emission efficiency of the national construction industry is about 0.55,which still has a large room for improvement.The carbon emission efficiency of eastern region is significantly higher than that of the central and western regions,and closer to the production frontier.(3)The national construction industry has great potential for emission reduction,which is about 45%.Five provinces,including Beijing,Zhejiang,Tianjin,Shanghai and Jiangsu,have already achieved the optimal carbon emissions in the construction industry.(4)The carbon emission efficiency of the national construction industry has been steadily increasing,but the growth is gradually slowing,with an average growth rate of 9.96%.Technological progress and scale efficiency are the main drivers.(5)The improvement of the carbon emission efficiency in the eastern region construction industry benefit by technological progress and the increase of pure technical efficiency.In the western region,the improvement of scale efficiency in the construction industry is more significant,while the pure technical efficiency has been reduced in the northeast region.(6)Industry drive,urbanization rate and energy structure are the main factors promoting the national construction carbon emission efficiency,while economic development has less influence on it.The driving factors in different levels or different regions are various.Efforts to reduce carbon emissions in the construction sector can be taken from the relevant aspects,and the targeted emission reduction policies should also be formulated according to regional differences.
