The general meeting of world enviroment and development was convened in 1992.From then on, the sustainable development ideology forms the main basic for the general strategy of economic and society development.Sustainable development is for the region finally .Regional sustainable development is depends on sustainable economic system and society system,but also depends on resource and environment system,which sustain society nd economic developme.Regional sustainable development system is a complicated huge system. In the system,one or some dominant factors impact on regional system or propel it forward. Water resource is a important sustain factor of region sustainable development.The problem of water resource is become more and more important restrictive factor for society sustainable development.The problem that the city is short of water has become payed close attention in the world. For millions years,rich water resource has been sustaining society,economic, population and culture development of Jinan, and Jinan is famouse for City of Spring Water resource promotes sustainable development. of Jinan,But for tens years recently, with the development of society and economic ,increase of population ,Jinan has become the one of being short of water in North China. Because water resource was. exploited,used and protected unsuitably,prevented Jinan from sustainable development. This paper applies the basic theory of sustainable development,analysing the action and infuluence of water resource in sustainable development of Jinan, According to ecological environment and ecological economic theory ,to exploit ,use and protect water resource rationally so that advance Jinan to development sustainably .Specific contents includs the following: 1 .Expounds the basic theory of sustainable development :the concept of sustainable development, the concept of city sustainable development,the action of water resource in sustainable development of city. 2.States the action of water resource in development of Jinan: Water resource has been sustaining society,economic,population and culture development .prompted the landscape of city of Spring ,prompted the development of Jinan, prompted the development of history and culture and economic ,but also improved ecological environment. 3.Analyses the status quo and trend of water exploition and using:exploition volume is increasing;With the development of society and economic ,water using is increasing in industry, agriculture and life;recent years water using in agriculture has changed little;Water using of unit output value is decreasing, the rate of polluted water handling is improving. 4.Selects two types of index that is able to refelect water using:water using of unit output value and polluted water draining of unit output value. Compares Jinan to other cities,results indicate that two types of index are higher than that of o{her cities ,standard rate of polluted water draining is lower.
