Energy is the foundation of the development of the national economy and the energy transportation is a nation s economic lifeline.For a long time coal is the only energy source that China depends on .lt had showed a really great effect on China s economic growth.Howeverwith the policies of environmental protection and the continuous development bringing up,China gradually adjusts its energy structure,and puts the oil and gas industry on the first place.Hence, the problem of the transportation of oil and gas becomes more important than ever before. Oil and gas are transported mainly by pipeline and ship.Pipeline is a new,economical means of transportation .This way gets a rapid spread all over the world and became a competitor to oil shipping because of its great carrying capacity ,light pollution and low cost. Using the method of L Coefficient?System along with the Analytic Hierarchy Process (AHP) and Fuzzy Mathematics ,the author studied on how to compare and choose between pipeline and shipping in the view of the energy transportation research. The thesis consists five chapters, involving the energy transportation research, the necessity of choosing energy transport plan, the energy supply and the current situation of energy transport, the comparison between shipping and pipeline in transporting oil and gas. The author discussed and analysed the above content. Taking the project evaluation of Pinghu oil and gas field in East Sea of China as an example, the author evaluated the financial benefit of two plans (pipeline transport plan and shipping transport plan) by LCoefficient?System which is a new analysis method of technical economics, and came to a conclusion that the pipeline transport was more practicable for this project, meanwhile the merits of convenience and practicality of?L Coefficient?System were proved. In the view of the macroeconomics, the author adopted the AHP and Fuzzy Mathematics to make a comprehensive evaluation, and drew a conclusion that the pipeline transport is practicable. Based on the above analysis, the author held that the relevant department should make a extensive investigation before a transport means is chosen, considering not only the microeconomic benefit but the social benefits also. In other words making a comprehensive evaluation, which involves the transport means of oil and gas.In order to avoid vicious competition and repeated construction and to increase the total ability of the national comprehensive transportation, the reasonable division and coordinated development of shipping and pipeline transport should be taken into consideration as a whole.
