It has been for more than twenty years since the concept of school environmentalmanagement was proposed. The methods of implementing school environmentalmanagement are gradually enriched after years of development and practice, and they canbe mainly summarized in two categories—one is introducing ISO14001, which was firstused in corporate environmental management, to school environmental management, andestablishing school environmental management system, then operating; the other one isestablishing school environmental management performance evaluation system. The abovetwo ways in reducing school cost and environment impact have played a certain role.However, if we want to know the feasibility of school environmental management, we mustknow its comprehensive benefits, so calculating its costs and benefits is necessary.Apparently, only qualitative analysis cannot meet the requirement. Therefore, this studyattempts to introduce cost-benefit analysis to school environmental management, andanalyzes the feasibility of plans about school environmental management throughestablishing the model of cost-benefit analysis.Based on analyzing the research actuality of school environmental management anddiscussing on its methods, the study introduces cost-benefit analysis to schoolenvironmental management. Then this paper presents the related information aboutenvironmental cost-benefit analysis, including its emergence and development, economictheories and characteristics, to provide a theoretical basis for the application of cost-benefitanalysis in school environmental management. Afterwards, the composition ofenvironmental management of Xiehe secondary school in Guangzhou is discussed and itsmodel of cost-benefit analysis is built. In addition, the confirmation of the costs and benefits,and the evaluation index of cost-benefit analysis are all systematically analysed. Finally, theenvironmental management of Xiehe secondary school in Guangzhou is tested bycost-benefit analysis.Research results are as follows:(I) Environmental cost-benefit analysis provides a newidea for the study and implement of school environmental management. Researching school environmental management in different angles will make it move towards effectiveenvironmental management to achieve environmental, educational, economic and socialbenefit.(II) Obtain the composition of environmental management of Xiehe secondaryschool in Guangzhou according to the discussion of the contents of general schoolenvironmental management. And initially construct the model of cost-benefit of analysis inenvironmental management of Xiehe secondary school.(III) The questionnaire survey foreducational benefit indicates that the average scores of environmental awareness betweentwo grades are very close, even the junior students is a little higher than the senior students.Therefore, educational benefit measure is an important but a difficult problem to solve inschool environmental management.(IV) The economic net present value of resourcemanagement(including water management, most of energy-saving projects and paper-savingstudy), prevention and control of solid waste, and building energy efficiency are all greaterthan zero, which indicates that the above investment s capacity of net contribution to thesocial economic is more than social discount rate, and these projects are definitely feasible.The establishment of platform for monitoring the energy consumption in campus,prevention and control of noise and air pollution are lack of data and technology to get theresults of cost-benefit analysis at the moment, so that only partially quantitative orqualitative description is allowed.
