The rapid development of information technology brings heavy impact on the traditional process industry. It is an important issue to reform it by using advanced automation and information technology. Nowadays, the low level and the high level relating to business and management have been researched in depth, but the scheduling level between them lacks techniques. So it makes production lose contact with business management.This paper is based on the Maoming refinery plant, and analyses the problems in the short-time planning and scheduling. At present the short-time planning and scheduling is still completed by manual, and the field of transferring scheduling is still untouched. Just for the importance of scheduling in production and the development status the paper works out the means of resolving this kind of problems.In this paper, we analyze the form of CIPS and the architecture of CIMS in the process industry, then discuss the function of five levels and their relations. From these we can find the importance of scheduling in the process industry. According to the characters of production, we analyze the function features of the scheduling system. The paper introduces how to design and develop the short-time planning and scheduling system. We point out discrete means to resolve continuous problems. It provides information support for customs to make decision. Finally we introduce the running result of system.
