The Shuangtaizi river is the estuary area of Liao River.Taking the Shuangtaizi River as the research area,based on the water ecological function zoning and the control principles of element division,According to environment problem diagnosis and identification,water environmental capacity calculation,practice the capacity total amount control to Shuangtaizi river.The results show that:The 5 routine surveillance monitoring sections and 10 added monitoring sections were set up to monitor the water quality of Shuangtaizi River for low water period and normal water period in 2013.The five evaluation factors of COD,TP,NH3-N,TN and BOD were evaluated by evaluation of single factor index method and the water quality was checked by 2014 and 2015.The results show that water quality in 10 water period is worst from superscalar sitllation.The main pollution indicators are TN,TP,COD,NH3-N,BOD for low water period;The main pollution indicators are TN,TP,NH3-N,COD,BOD for normal water period.Water quality is seriously polluted in Yitong River,Pangxie River,Qingshui river for low and normal water period.The other monitoring sections are slightly better.Investigation and statistical analysis to non-source and point source pollution in the Shuangtaizi River.Statistical method approved to account point source pollutants load by 3013 environmental statistic data;Hydrological segmentation approved to account point non-source pollutants load.The results show that: the point source pollution load COD and NH3-N were 4884.81 t/a,272.33 t/a,the ratio were 90.60%,9.40%;the non-source pollution load COD and NH3-N were 7385.73 t/a,296.35 t/a,the ratio were 96.14%,93.86%.Based one-dimensional water quality model to calculate the hydrological conditions of 50%,this paper use the system optimization method to calculate the environmental capacity and using TMDL method to allocate environmental capacity.Formulate reasonable distribution principle to make the optimal pollution load distribution scheme of the Shuangtaizi River.This provide scientific basis for the total amount of pollutants and industrial layout.In order to environmental management,the environmental capacity and pollution load are statisticed to control unit.Finally,the paper puts forward some measures for controlling the Shuangtaizi River.which COD and NH3-N water environmental capacity.The results show that:the COD and NH3-N water environment capacity of 50% hydroiolical conditions were 40211.21 t/a,1533.96 t/a;the distribution result were 9986.99 t/a,356.73 t/a.The COD and NH3-N water environment capacity is the largest in the Panshan County control unit and Shixiaqu control unit.Formulate emission permit allocation principle,by the form of tradable permits for distribution of tradable permits to the point source pollution,realizing the emission permit allocation schcme of control unit.The water environmental capacity of COD were 4617.69 t/a?2584.53 t/a?2458.70 t/a in Dawa County control unit,Shixiaqu control unit,Panshan County control unit;the water environmental capacity of NH3-N were 137.03 t/a?102.15 t/a?97.05 t/a.
