Environmental Quality Assessment plays an important role in environment management and decision-making. Geographical Information System is used widely in the field of Environmental Quality Assessment for its unique function of data management. Maplnfo, as popular GIS software, has been integrated with others applied system to develop environmental quality assessment system, which has a friendly interface and easy manipulation. Thus, those systems prevail. However, they have to store data separately and lack intelligent function of spatial data compilation as normal GIS has. In order to avoid the problems, this study directly built an environmental quality assessment system on Maplnfo's platform. This not only makes spatial data and attribute data be manipulated on one platform, but also provide the Maplnfo's all spatial analysis function for the system. The development of this system would have a significant effect on the efficiency of GIS-based environmental quality system.This study developed an environmental quality system for the management of the groundwater in Nan Si Hu watershed. The system has several modules, such as DBMS module and environmental quality assessment module, which were integrated into Maplnfo through developing MapBasic programs. Spatial data comprise of maps digitized to the Maplnfo layers which have the vector data structure. Attribute data stored in Excel spreadsheets were transformed into Access. Then Access tables were registered as Maplnfo layers. This makes two kinds of data would be on the same platform. Maplnfo's spatial data query tools were used to achieve spatial data query requirement. Attribute data query and interactive query between spatial data and attribute data were achieved by some MapBasic programs. This system contains two different assessment methods based on purpose: environmental quality assessment which refers to national standard and environmental status assessment which refers to background values. Then MapBasic programs based on some selected environmental quality assessment models, such as fuzzy model, were developed and integrated with the system. Those programs not only acquire and calculate two kinds of data required for the assessment simultaneously, but also store and display the assessment result in one layer with spatial data and attribute data. Vertical Mapper is the tool for drawing environmental quality contour line in the system, but the MapBasic program was developed to revise original contour line for better assessment. Other spatial dataanalysis functions in Maplnfo have been parts of the system, and could be used to analyse environmental quality effectively. Windows in the system could be laid into Layout window automatically by means of a MapBasic program. Maps on Layout window will have legend and scale. Attribute data in the system could be transformed into Crystal Report format. This provides a function to output report forms for the system. Moreover, this system also includes some other Maplnfo's functions which are used to create thematic maps and graphs for environmental quality analysis.The system developed in this study not only has a total integration of spatial data and attribute data and effective spatial analysis ability, but also can be manipulated conveniently and automatically. The development of Maplnfo-based environmental quality assessment system casts a light on the application of GIS to environmental quality assessment and environment management.
