In the background of building socialistic harmonious society, environmental externality has been given more and more attention.《The Eleventh Five Plan》put forward"six bases", one of which is"to base on saving resource and protecting environment to advance development".This shows that to resolve environmental externality problem has much practical meaning.Because the market fails to function in the field of environment externality, government is of course a very important means to fight with it. And especially considering the reality of China, government must act as the most important role to deal with the environmental externality. So this paper bases on"The government", analyzes the primary problems and main influencing factors during the regulation, and finds out the changeable factors and the proper solution.Firstly, in this thesis, related theory have been traced its source, involving (1) Why need the government regulation; (2) Who will benefit from regulation; (3) How does regulation function; (4) How do we appraise the result of regulation. To each kind of theory the paper gives analysis. And finally the basic theory supporting this thesis is built.After the analysis of theory, it focuses on the reality of government regulation on environmental externality in China. And then, basing on these problems, it discusses the main influencing factors referring to the background,the main body and the object.In order to learn advanced experience to improve the regulation performance of our country, it's necessary to analyze and research the means of other countries in the regulation on environmental externality. In the thesis, four countries with outstanding performance in resolving environment problems are selected. They are Germany and Finland of Europe, Uruguay of Latin America, Japan of Asia, and Germany has been given much attention.Finally, on the basis of theory analysis and practical experience learning, the paper put forward its conclusion, which is that some innovation should be made to improve the present inefficient government regulation on environmental externality.
