Building The Sustainable Development Of Systematic And Scientific Decision-making Mechanism

The sustainable development system(SDS) is an open and cooperative self—organized system. In the recent years, the scholars in and abroad have been paying more and more attention to the study of this system that is mainly composed of humankind, animals, plants, various resources and the activities of society and economy. During the function of the system, rational consideration and the final decision depend on scientific decision-making. In the operation of the sustainable development system, the difficulty in making decision scientifically lies in the system itself that is a complicated and changeable aggregation. In recent years, the academy has laid particular stress on the study of the economy growth model and the ecological circumstances of the sustainable development, while omitting the role human beings play in decision-making during the process of the sustainable development, especially the research of the part scientific decision-making should play. Facing with this situation, the thesis, based on analyzing the sustainable development system coming into being, emphasizes its position, its role in the scientific decision-making and how to form scientific decision- making system.This thesis includes five parts: the first part illustrates the background of the sustainable development system theory and building scientific decision-making. It analyses the situation of sustainable development under the modern system theory and points out the importance of the establishment of scientific decision-making system. The second part demonstrates sustainable development system is a multilayer and multi-domination system, and analyses how the system forms and its main features of the function, pointing out that the importance is the internal reason leading to the difficulty in carrying out strategic decision; the third discusses the effect of the scientific decision-making on the sustainable development system, based on analyzing the elements(idea, system, productivity and people, etc.) and learning from lessons of foreign countries. The forth part, the chief body of this thesis, discourses the scientific decision-making system building in the sustainable development system, and problems the scientific decision-making is confronted with in our sustainable development system. It emphasizes the choice of the model of scientific decision-making. The fifth part summarizes the whole thesis and looks into the future.
