Shanghai Eco-city To Build A Comprehensive Evaluation And Comparative Study

Eco-city is conducted to create a new pattern of city with the systematical approach of holism considering the urban economy, the society and the environment construction synthetically, in which person and nature are highly harmonious, namely, the society is harmonious, the economy is highly effective and the ecological environment cycles positively. Eco-city is the inevitable choice for Shanghai to resolve its urban problems and raise its status.According to the basic principles of choosing the index system for eco-city's comprehensive assessment, this thesis builds a comprehensive assessment index system for the eco-city construction of Shanghai from the point of economy - society- environment, which includes 4 levels, 3 subsystems, 10 sub-goals and 30 concrete targets. Besides, this thesis conducts a comprehensive assessment to the eco-city construction of Shanghai with the index system, the results indicate:1. According to the expert investigation results of the index weight, economical ecology, social ecology and environmental ecology are equally important in the eco-city construction of Shanghai. Thereinto, in the economical ecology, the economic structure and the economic efficiency are more important; in the social ecology, the social security and the construction of the social basic facility are more important; in the natural ecology, the environment quality condition, the environment government and the ecology construction are equally important, either should be emphasized at the expense of another. The overall ranking shows that, the important indexes affecting eco-city construction firstly should be economic structure, economic efficiency, social security and the construction of the social basic facility, secondly should be environment quality condition, environment government and ecology construction, which are the main aspects to be resolved urgently in the present eco-city construction of Shanghai.2. The comprehensive assessment result from year 2000 to 2005 indicates that: as a whole, the eco-city construction of Shanghai was steadily increasing, the comprehensive assessment index stepped up from 0.344 in 2000 to 0.455 in 2005, present a tendency that the society, the economy and the environment developed in harmony, but not in balance, the economical ecology developed most quickly, the social ecology and environmental ecology developed relatively slow. Thereinto, in the economical ecology, the economical level went on increasing slowly, the economic efficiency grew comparatively quick,the index of the economic structure was almost invariable; in the social ecology, the social security ecology index firstly fell then rose, the social civilization developed steadily, the social basic facility went on increasing slowly, the population structure and diathesis changed little; in the environmental ecology, the environmental quality conditions, environment government and ecology construction persist increasing, the increasing scope of the environment quality index is the biggest.3. This research selects Xiamen, Shenzhen, Guangzhou, Hangzhou,Ningbo and Nanjing as comparative cities, carries out a breadthwise comparison,the results indicates that: Xiamen0.537> Shenzhen 0.440 > Guangzhou 0.423 > Shanghai 0.422 > Nanjing0.299 > Ningbo 0.292 > Hangzhou 0.291, the overall level of Xiamen is the highest, followed by Shenzhen, Guangzhou and Shanghai is fairly close.
