The thesis, concerning with Prof. Yonggang Xie's research projects which are involved with economic analysis and empirical study on Chinese serious water pollution disaster, firstly, comprehensively analyzes human cause on Chinese serious water pollution disaster from market failure and government failure together. The thesis, with qualitative analysis, examines the social and economic impact of Chinese serious water pollution disaster. Then, by decomposition for sum and constructing econometric model, I will explore the economic losses assessment on water pollution disaster and take the example of Songhua River's serious water pollution disaster of 2005 and its economic impact and losses on Harbin. Finally, concerning with theoretical research and past pollution problems that arise in the practice of China's disaster management, I propose the perfect combination of market system and the government's role as the main line which is supplemented by the ideas and specific measures with the diversification of innovative management and informal internal control systems of governance, expecting to provide a scientific basis for assessing the economic losses caused by serious water pollution disasters and practical issues of governance.
