The gigantic loss to the people's life and country is brought for frequent accidents. It is difficult to monitor major hazard installations (MHI) with traditional method, and on a certain degree, it may be hidden trouble for major Work Safety Accident. Therefore, it is a very urgent problem for safety department that how to improve safe production supervision with modern information technology, computer and network communication technology.Major Hazard Installations dynamic Control System (MHIDCS) is researched and designed on the background of "Changsha City safe production and supervisory information platform". The main content of this paper are as follows.1. MHIDCS about home and abroad is summarized by the numbers; The shortage and the trend of development are analyzed; The project of MHIDCS is brought forward based on the pattern MVC frame of J2EE technology.2. The framework of MHIDCS is analyzed in this paper, and the basis database of MHI is constructed with database technology and software engineering thought. The independence data resource is approved, integrated, complemented and normalized to settle the basement for communication, share of resource and constructing digitization disaster prevention system.3. MHI accident model, including fire, blast and leak, is studied deeply, as well as the trend in different condition. Then the calculation models of death, serious injury, slight wound, property lost are built. So it is can be selected by the appraised people more suitable model which satisfies dangerous matter characteristic property.4.A software of dynamic supervisory system is developed and designed based on B/S three structure. The entire software system including the MHI register and declares, the automatic identification , the automatic graduation, the risk assessment, significant security hidden danger supervising and managing, graduation supervising and managing, the emergency predetermined plan, GIS geography-information monitoring function module and so onIt is proved by used in Changsha safety department that this system is designed reasonably and run reliable, the contact surface is friendly, and the interface is amicable. The system has satisfied the daily of supervising for safety department with MHI, and effectively raised e safety department's level in production supervision.
