With the rapid development of market economy and the process of the reform and open, the chemical industry in our country is growing fast together. A lot of large tank zone and stores are built, where stored a great deal of poisonous, harmful, flammable, explosive chemicals. They are all Major Hazard Installations (MHI) in nature. But there are many defects in the safety management of MHI in our country -the safety level of the equipment themselves is low ,the monitor and control capacity is limited, MHI's distribution is not clear, urgency cases is not complete and urgency decision is not timely etc. So we must quickly use modern technology to make a Major Hazard Installations Control System (MHICS) in order to accelerate the safety management and make it effective.To aim at this real requirement, the paper studies the making of MHICS in small cities. Firstly, the necessity of MHICS is discussed and the general situation in and abroad is analyzed. Secondly, system analysis is carrying on according the requirement of MHICS based on it. And the object, range and content to deal with are also cleared. Thirdly, thesystem design is carrying on .At one time, the system is separated into three modules--Major Hazard Installations Database System(MHIDS), Major Hazard Installations Risk Appraise System(MHIRAS) and Geographical Information System (GIS). The paper mainly designed the MHICS database: discussed the E-R mode, data structure and data collection and coding of MHICS database, and developed the applications of it. Fourthly, the MHICS based on GIS is designed primarily. At the same time, the requirement analysis is developed about the MHI GIS and the MHIRAS that are designed simply. Finally, by comparing this MHICS with correlative successful cases the superiority is embodied. The father target of the MHICS is put forward so that it is more and more complete.The MHICS involves several MHI even flow ones. According to the features of all flammable and toxic materials and the spot situation, feasible and concrete emergency plans are worked out to take measures to hinder its discussion immediately and to provideimpossible scope that will be affected.By testing the system and transverse comparison, it is turned out that the system is designed reasonable and the program runs reliably. It has a high value in application. The research's results of MHICS are used into local Safety Inspect Bureau and the large-medium size enterprise to enhance comprehensive controlling ability. The emergent monitoring system based on it can hinder especially major accident and control the loss to minimum degree and ensure enterprise to produce safely and steadily. It has an important significance in the society's steady production.
