With the rapid development of market economy and the process of reform and open, the industry in our country is growing fast together. A lot of large tank zone and stores are built, where stored a great deal of poisonous, harmful, flammable, explosive chemicals. They are all Major hazard Installations (MHI). But there are many problems in the safety management of MHI in our country—the safety level of the equipment themselves is low, the monitor and control capacity is limited, MHI's distribution is not clear, urgency cases is not complete and urgency decision is not timely etc. So we must quickly use modern technology to make a Major Hazard Installations Manage System in order to accelerate the safety management and make it effective.To aim at this real requirement, the paper studies the making of Major Hazard Installations Control System. Main research work is as follows:(1) This paper studies the history of Major Hazard Installations management, and introduces the framework of Major Hazard Installations Manage, researches the technology of Major Hazard Installation identification and risk assessment, and emphasis the assessment methods of flammable, explosive, poisonous major hazard installation.(2) In this paper, the author explored method and significance of establishing accident model, calculating the possible death radius, and discussed the application value of major hazard installations accident model in major hazard installations manage.(3) The author has made the system design and focus on design of information management function , identification function , assessment function, and finally made the design of system database.(4) This system simulated the accident of explosion in a warehouse at Beiminghe Iron Mine, made risk assessment by means of flammable, explosive, poisonous major hazard installation, and made assessment about the management of the warehouse.In this paper, contemporary technology of major hazard installations manage has been research by the author, and explore the development of major hazard installations's MIS base on GIS, provided new solution for the major hazard installations management.
