Higher requirements are put forward to the safety supervision of major hazardinstallations due to economic development, industrial agglomeration accelerating and safetyawareness increasing. Research and development of major hazards real-time regulation andemergency rescue information system to improve the level of regulation and reduce accidentloss has the vital practical significance. Nevertheless, there is no online supervision softwarewith perfect content, wide applicability and pertinence all over the world, especially suitablefor local major hazards supervision.This article meet the needs of daily supervision on the major hazard installations fordangerous chemicals and the emergency rescue commanding for Jiangxi Administraion ofWork Safety,using the first and the secondary level of major hazard of dangerous chemicalsstorage tanks as a research object,aiming at the proceeding of design and development on theMajor Hazard Supervision Online and Emergency Rescue Information System with acombination of technologies,such as the Internet of Things Technology,the CommunicationTechnology,the Geographic Information Technology,the Computer Technology and soon.According to the basic principle of theory and design of The System Engineering,not onlyconsidering the security supervision but also combining local company their ownconditions.As a result,the article setted the major hazard supervision online and emergencyrescue information system was consisted of three subsystems,they were the Major HazardGeneralized Database System,the Online Monitoring and Pre-warning System and theEmergency Decision Support System.Studies show that electronic map functions including zoom, map system overview,distance measurement, map of major hazard installation location and map output, and otherfunctions such as online monitoring and early warning, security trend analysis, emergencyrescue, the best path analysis of this system function realization in this system,which has thegood management functions and strong practicability, based on the ASP.NE, ArcGIS API forSilverlight, ArcSDE and ArcGIS Server. The function of online monitoring and early warningcan provide video storage tank of major hazards and tank medium temperature, liquid level,pressure, concentration of toxic gases, and other parameters of the real-time monitoring, when the scope of real-time monitoring value reaches to early warning, the system willautomatically provide sound and light alarm, well realizes the linkage mechanism ofinformation-regulation-processing, provides the technical guarantee for safe production ofchemical enterprise. Meanwhile the system can realize the dangerous chemicals storage tankzone pool fire of major hazards, vapor cloud explosion and boiling liquid expanding vaporexplosion radius, toxic gas leakage accident forecast, combining with the accidentconsequence analysis model.VPN used to transmit the real-time data of major hazards ensures safety and reliability inthe data transfer process based on WAN. The database function of getting different data fromdifferent datebases makes the real-time supervision to major hazard installations all over theprovince possible. Effective integration with major hazard installations’ map informations,text messages, real-time dynamic images and real-time data will provide advantages forglobal or individual major hazard installations supervision. Visual degree and supervisionefficiency will be greatly improved by this system.
