The problem of international environment has been the important factor which influents international relations, how to deal with this problem is the hot point to which every country and international organizations always pay attention. The 21st century is the century of ocean. The effect of ocean for human and international relations is becoming more important than any day before. However, the situation of ocean environment is not so optimistic nowadays. It confronts with kinds of threats causing by activities of human. To promptly and effectively deal with the problem of ocean environment needs corporation of every country and international organizations. The important represent of international organizations- UN has been playing an very important role in the protection of ocean environment.This text systematize researches the effect system of the protection of ocean environment of UN. Firstly, it discusses the fundamental effect of UN in protecting ocean environment after introduces the basic problem of international environment and the problem of ocean environment. Secondly, it analyses the effect of UN in protecting ocean environment in theoretical angle with the theory of international laws, new-freedom institution realism and global governing. Thirdly, this text reviews the course of UN in protecting ocean environment and discusses the section of UN in protecting ocean environment. Fourthly, it discusses the main measures of UN in protecting ocean environment by laws and policies. Finally, this text puts forward forecast for the prospect of UN in protecting ocean environment.
