Research On The Regulation System For Alien Invasive Marine Species

The invasion of alien marine species is the most important factor which leads to the loss of the bio-diversity. It has already become one of the most serious global environmental problems nowadays. As world economic trade and transport develop quickly and international association becomes more and more frequent, species are taken from one place to another one through human conscious or unconscious behavior, which leads to biological invasion. Alien invasive marine species destroy the balance of ocean and lead to heredity pollution and the ecological disaster of ocean. More and more nations have realized those damages and have taken some effective measures to prevent the ocean from being invaded.The harmonious ecological environment is the common wealth of all human beings, and it is also the foundation of the human society and economic sustainable development of the industry. After China joined WTO, China's economic association with other countries becomes closer and closer, the quantity and the speed of the alien marine species' invasion will also increase by a large margin. Preventing the ocean from alien marine species' invasion appears to be an important research field in the ecological environmental protection, fish production and sustainable development. The regulation system to the alien marine species of our country is not perfect at the present stage. So the research purpose of this text mainly lies in providing reference for the completeness of the regulation system. Based on the actual conditions of the alien marine species, by analyzing the regulation system, we can find the insufficiency of it. By learning the advanced experience of management from U.S.A and Australia and contrasting relevant international conventions, we can deeply analyze the completeness of regulation of our country. This text tells us that our country should regard scientific development view as guide-lines to maintain the ecological balance, ensure the ecological security and promote the sustainable development of the society. A series of regulatory documents, such as "regulations of alien species", will be formulated by the Ministry of Agriculture and the relevant ministries. These normative documents will make systematic stipulation. when the conditions are ripe, the experience and outstanding system appearing in the implementation of the "regulations of alien species", as well as other regulatory documents, will be summed up. At the same time we should learn from advanced systems of international world and foreign country. National People's Congress or its standing committees will formulate a special external marine life invasion prevention law. In addition to the perfection of the law, China should improve the comprehensive management system, strengthen international cooperation, promote public participation, effectively solute the citizens' problem of lacking knowledge, and promote the comprehensive, harmonious and sustainable development of economy, society, politic, culture and ecology.
