In recent years, with the deteriorating of environment, countries have sought ways and means to deal with the environmental problems. As a result of the global and permeability of environmental issues, no country alone except that take a pragmatic attitude of cooperation. Thus, since the1970s, the international environmental cooperation developed in the worldwide . For example: the relieving of climate change, the protection of ozone layer ,solving the ocean pollution something the like have carried out international cooperation The "Montreal Protocol", "United Nations Framework Convention on Climate Change", "Kyoto Protocol", are the result and concrete manifestation of international environmental cooperation. The "Kyoto Protocol" limiting greenhouse gas emissions in the form of regulations the first time, and has developed three flexible mechanisms, is considered the most practical, strongest operational laws and regulations, the most important achievement in the international environmental cooperation so far. The Chinese Government in 1998 signed the "Kyoto Protocol", since the signing, has been the responsible attitude, devoted to international environmental cooperation together with the international community, and made some achievements, but also facing a series of difficulties."Kyoto Protocol" is not only a major achievement in international environmental cooperation, but also an important milestone to deal with global climate change. Since the "Kyoto Protocol" was signed, international environmental cooperation focus their attention mainly on two aspects: First, the implementation of the Convention on Climate Change; The second is the extensive application of cooperation mechanisms that is established by the "Kyoto Protocol". Therefore, in this paper, the author see the climate cooperation as the center to discuss the Chinese government's process of international environmental cooperation. Chapter II is the focus of this paper. Firstly, the author introduced the Chinese government's achievements and difficulties that faced in international environmental cooperation since the signing of the "Kyoto Protocol", and then analysis the reasons of difficulties briefly that the Chinese government's cooperation on the environment faced .At last, point to the specific difficulties that the Chinese Government facing in international environmental cooperation, the author put forward some practical solutions.
