As the rapid development of China's economy and petrochemical industry, there have been a large number of gas stations. The gas stations hold a considerable amount of flammable, explosive and toxic substances which, if managed negligently, may cause severe accidents and personnel casualty together with inestimable damage to the environment. Due to the concerns above, it is quite necessary to reduce the gas station accidents with the use of advanced risk management techniques. The core philosophy of inherent safety theory is to diminish or even eliminate risks from their systematic resource. Therefore, it is vital significant to assess the safety of gas station and analyze the inherent risks based on inherent safety theory in order to cut down or even avoid gas station accidents. This article is started with the case studies of 80 accidents in past ten years, categorized the accidents and identified the venerable factors; analyzed the causations of those accidents on the base of inherent safety theory. On the foundation of above analysis and state legislations, an inherent safety assessment indicator system for gas station had been developed by taking the hazards of materials, equipment inherent safety level and safety devices that are required. It also employed fuzzy mathematic approach to device an inherent safety theory-based assessment model for gas station. The model was operated by MATLAB fuzzy logic software package which gave out the inherent safety level of the gas station. The problem of data's uncertainty and subjectivity had been solved by using IF-THEN rules. This article applies the fuzzy safety assessment method to Jinsong gas station of China Petroleum and Chemical Corporation and a skid-mounted station, analyzes the result and proposes improvement suggestions.
