In recent years, mining desasters damage to people's lives and property seriously. According to statistics, deaths of mining desasters in China are more than in any other country, so regardless of the economic construction or for a human development perspective, this phenomenon is worth our serious consideration. The good news is that administrative accountability for the mining desaster have also witnessed the through various efforts, and are subject to a wide range of concerns. Administrative accountability system, is the guidelines and rules for administrative accountability. It is both an entity and a program, the system's official management specifications. As an institutional arrangement, it found sustenance of our progress in the advancement of political civilization, the hope that it in fact does have to shoulder the political civilization of promoting development and progress of the mission, one after another on the mining desasters' administrative accountability of the event to allow people the satisfaction of everyone, and comforted the victims family, and warned the executive ignites to fear of the law.However, after accountability was popularized, the mortality of workers in the coal mine is still high; many scholars had studied about how to make effective administrative accountability. In my paper I want to pass on the basic theories of mine accidents and administrative accountability, and using quantitative evaluation methodologies and indicators for analysis to study the reasonable degree of general results of the administrative accountability, and provide some accountability for the mining desasters that may later appeared .This article first departure from the basic theory of administrative accountability, to find two dimensions to measure the intensity of accountability: bear negative results and the government and its staff contributed to losses. Then this paper use Responsible Loss Ratio as a bridge leading to a reasonable degree evaluation. It works by selecting the reference case, to calculate the loss ratio as a reference value of responsibility will be responsible for the Responsible Loss Ratio under test case as compared with the reference value, then according to its degree of deviation to obtain a reasonable degree of case under test.Then use the contents of two Chapters to analyze the two dimensions separately .For the negative result it is from a personal name and the name of administrative body to discuss their commitment to both methods, such as personally assume administrative responsibilities, liability and administrative responsibility assumed by the name of the government, and taking into account different levels of agencies and personnel commitment to negative results in the calculation of the difference. For the loss of the Government should bear, this part of the overall loss of the first study of the measurement, which is a focus content of this article, using the most advanced and comprehensive statistical methods, the loss of the various parts of the accident the content and measurement methods are detailed narrative. Then according to the Government's anomie behavior analysis of its loss to be borne by the ratio of the main fault types of whether the negligence, lack of supervision, administrative law and administrative law not as administrative crime. Set different weights for different actions to calculate the loss government should bear.In the last place, it is the brief description of how to select the reference cases, calculate the Responsible Loss Ratio, comparing it to obtain general reasonable degree of the administrative accountability results about the under test case. It introduces the application methods to the results of different scenarios, hoping to make the administrative accountability of mining disaster be more reasonable.
