Low-carbon Era Of Regional Development, Game And Countermeasures

The term of world climate change has been increasingly appearing in research works, newspapers, magazines and televisions.From global organizations, national governments to companies and residents,all have begun to pay intensive attention to the new term. Authoritative researches have proved that human activities have caused probably more than 90 percent of global climate change. Among all human caused factors of climate change, a key factor is the carbon dioxide emitted by developed countries ever since Industrial Revolution, which makes the average air temperature much higher through the greenhouse effect. Multiple of harms caused by the higher temperature make individuals from all over the world waked up to the necessity to slow down the path of emitting greenhouse gas,in which the most part is the carbon dioxide emitted by energy consumption by human race. So energy saving and emission reduction and a low carbon economy has become the new mode of developing economy in this new era, which indicates the coming of a low carbon era..For climate resources have such public goods attributes as non-excludability and noncompetitive, international cooperation must be adopted to control climate change, any country alone can not assume the responsibility to slow down or control climate change.As the voice to slow down climate change becomes stronger and stronger, more and more countries have become focused on the scarcity of climate resources.A country which has more Carbon emission permits and assumes less carbon emission liabilities means a wider economic development space. Because of the scarcity of the current climate resources,the international cooperation to deal with climate change is destined to be a very hard negotiation and compromise process.This essay discusses climate change based on economic anger. In order to analyze the difficulty of climate change negotiation, this essay abandons the old analyzing model which based on separate countries, and takes new method, which divides the globe into several regions according to the economic, politic, and cultural attributes of all the countries,then does a comparative analysis on those regions respectively and analyzes energy saving and emission reduction in China.Besides the introduction caring about the researching achievements in and out of china, the first part gives a full analysis on climate change and predicts the coming of the low carbon era. First, it states the facts and influences of climate change systematically, then discusses the causes of climate change, and introduces the current global carbon emission status and demonstrates the necessity of energy saving and emission reduction from economic angle. Based on the several separate regions, the second part of the essay states the necessity of regional cooperation to deal with climate change, the current status of regional cooperation and the solution of regional development game.The third part seeks methods for China to deal with climate change, discusses the current status and problems of energy saving and emission reduction in China, and thus brings forward strategies and polices to solve these problems.
