The automatic control and monitoring system of electric power resources is the important component of digital campus construction. Both of the intelligent software and the energy saving terminals can realize the automatic administration of power facilities and reduce energy consumption.This paper mainly introduces the composition and the development process of the electric power automatic control and monitoring & information analysis system of campus. The monitoring software of power based on interface massages is built by Struts, Hibernate and Applet etc. with the functions of information collecting and recording, remote control of electrical equipments, information analysis and processing, Information search and alarm processing. Using advanced technology of PIR, NTC, serial port driver for MAX485 chips etc., the infrared terminal control unit is designed with RS485 communication functions. The system contains 16 area addresses and the local communication depends on 16 ports Unmanaged Switch. The communication between PC and MCU is realized by CSerial classes.The monitor and control software is installed in the campus and have done some test and adjustment work for it. The test shows that the automatic checking time error of the system controller is not more than 1 second, the response time of the computer controlled terminal is not more than 0.5 second, the error of statistics and analysis terminal is not more than 2 minutes and the total power-saving ratio was 49.9%.
