Of Urban Traffic Congestion Countermeasures

As a city's basic function, transportation plays a critical role in city development. Whether having a sound and scientific city transportation system is one of the symbols of a city's modernization. With the fast economic development, China's vehicle amount ascends 20% annually. Transportation is becoming advanced; however, transportation safety in the meantime is becoming more and more serious. Specifically, in large and medium cities, which are densely populated, vehicles are comparably concentrated. Therefore, the traffic flow is heavy and complicated and the present transportation management fails to keep up with the new situation, which results in the problem of urban road traffic congestion. This problem has already threatened urban transportation situation and economic development. What's more, it has turned out to be one of the most intensely complained problems.The situation of urban traffic congestion is closely related to urban economic development, road construction, level of transportation management and the safety sense of traffic participants. In order to relieve traffic congestion, scientific management approaches must be adopted. In the meantime, as a common problem throughout the world, experiences of resolving this problem from abroad are worth examining and learning.Based on field survey and statistic analysis, this paper, using theories of transportation management and public management, conducts a study on the problem of traffic congestion in Jinan. The paper analyzes its characteristics and change regularities; and finds out the causes. Depending on relative theories and foreign countries'successful experiences, considering Jinan's real situation, the author presents some measures.This paper begins with an analysis of the significance of its research. Then it points out the basic questions, including analyzing concepts and causes. In addition, by observing foreign countries'experiences, the paper, through systematically research, brings up measures to traffic congestion. The attempts to increasing the supply amount of road to satisfy the demand of urban transportation are proved unsuccessful. The resolution of traffic congestion must be set in the background of urban planning and development. In this circumstance, traditional mentality of urban transportation development must be transferred from formerly unitary and passive demand satisfying manner to comprehensive manner, so that the unblocked traffic could be achieved. This paper suggests people foremost be the guideline of city transportation management. It also argues for the purpose of constructing a harmonious transportation, the rights of all traffic participants must be guaranteed. The research and conclusions of this paper provide both theoretical and practical bases for resolving the problem of traffic congestion in Jinan and other cities. It is of great significance of the sustainable development of cities.As a matter of fact, the resolution of traffic congestion is a comprehensive and social project. The factors involve road transportation planning, infrastructure construction, transportation safety management, etc. It needs innovation of institutions, a large amount of labors, materials and capitals. Despite of its achievement, this paper still has room of improvement.
