With the rising incident of unexpected public emergencies like earthquakes, floods, meteorological disasters, poisonous substances leakage and fire disasters, the urban emergency traffic construction has been a fundamental constitution of urban emergency plan. Both the theoretical and practical experience have been achieved in the process of emergency roads construction all over the world, meanwhile lessons were learned after paying the deeply grieved price from the disasters.Ganzhou, as an underdeveloped inland city, the major unexpected public emergencies are the floods caused by the extreme weather. By the development of local social economy, Ganzhou would achieve higher status in the regional communities consequently an expansion of the population size. The thesis tried to explore the possible measures to build up an urban emergency roads system in order to decrease the damages and losses.The thesis consists of three sections, which are 1) the theoretical review on unexpected public emergency and urban traffic; 2) the analysis on the previous public emergency issues in Ganzhou and the existed traffic conditions in Ganzhou; 3) the feasibilities of Ganzhou urban emergency road system as well as its application and management.In section one, based on the literature review on principles and characteristics of urban unexpected public emergency and urban emergency traffic, the author elaborated the features of urban roads and traffic flows in the public emergency incidents, then further analyzed and generalized the principles, process, functional classification and overall network layout of urban traffic emergency.Revealing Ganzhou urban reality and previous public emergency incidents over the years, section two analyzed the urban traffic situation in Ganzhou city, as well as the potential problems that the existing urban traffic might emerge in the unexpected public emergencies.Section three, the feasibilities of Ganzhou urban emergency road system as well as its application and management, was the focus of the thesis. The author firstly stated the trends and features of city development, studied the possibilities of population evacuation in the space structure in Master Plan of Ganzhou .Jiangxi Pro. Secondly, the potential population in the various urban public emergency incidents was calculated. Furthermore, in this section, the potential population to be evacuated and the amount of materials share were forecasted. Finally, the author proposed the new emergency traffic structure system and its application and management.
