On the basis of the Technical Management Information System (TMIS) for the ships of COSCON which is developed by SMU and combining the developing and achieving features of the internal and external TMIS for the ship enterprises, the paper expresses the developing and achieving methods of the TMIS for the ships which is applied to the management institution of Chinese ship companies. And also the paper expresses the safety and reliability of TMIS for the ships.With the development of shipping industry and the increasing competition of shipping market, it is required that shipping companies?shipping management is stricter than ever, however the patterns of shipping management lag behind it relatively and the management methods are still in the traditional state, viz- all matters are handled by hand such as company plan, record, report, purchase of spare and supplies etc.. The communication of ship management between ship and company is still carried out by managerial handler themselves. These factors severely restrict the development of shipping technical management, for example, the efficient use of management expenses, the safety of ship, operation factor, the service life of ship, the professional ability of managerial handler and what is more, the dissatisfaction of client, lack of competition. Therefore chapter 1 expresses the developing necessity of this system on the basis of computer management information system used by foreign shipping companies.Any TMIS for the ships must match with the management pattern of its corresponding shipping company, only in so doing, it does has be full of life. The chapter 2 expresses the present management organization and management pattern of COSCON, which is the basis of the TMIS for the ships. Meanwhile, the structures of the TMIS are also introduced in this chapter.In order to realize system management objectives, MIS function is not only to process all kinds of information synthetically and systematically but also to assist all orders of managerial handler to make decisions. This type of system is composed of information collecting, information storing, information processing, man-computer interaction and output etc.. It can be divided into several relevant sub-systems according to management function and the methods of processing information. Therefore the development of MIS is to adjust the useful requirement information inIII梛order according to the clients?given needs at the root, which must comply with the given flow principles meeting the information model of given system. Chapter 3 makes an attempt to analysis and probe into the information flow of COSCON TMIS for the ships, describes the structure of TMIS for the ships function module and business procedure by building topological relation of information flow and carries out management business decision by composite judgement.Chapter 4 introduces the OOA of TMIS for the ships, viz- system development models are built properly according to the features and needs of TMIS for the ships after the 00 Po~rBuilder development tool is chosen. This process is divided into three steps. Firstly, object models are built in order to define all module?static structure of TMIS for the ships. On the basis of the first step, object dynamic models and object function models, which are the foundation of events and scripts in the process of developing TMIS for ships, are built properly.Chapter 5 introduces technologies which are used in the process of developing TMIS for the ships, for example, the design of function needs, code, database and interface.
