With the rapid development of aviation industry, American put forward the concept of Next Generation of Air transportation System (NextGen). One of the key technologies of NextGen is System-Wide Information Management (SWIM). SWIM is an important part of informationized civil aviation and its basic principal is to gather data produced by all parts of aviation institutions into an information center. In this way, it changed the point-to-point connection method to a simplified data transmitting manner, and it allows data users to get certain services from a common data terminal. The implement of SWIM will transform the current isolated, repeated, inconsistent updated system to a flexible, safe, open-ended information management system. This research is on Flight Information Exchange Model (FIXM). FIXM deals with flight data, it aims at giving the flight data a common definition, determining the data structure and organizing the data into an easy-read module.The train of thoughts in constructing FIXM is as follow. Firstly, make sure the origin of flight data, define it in a globally common way and classify it logically in order to generate the FIXM data dictionary (FIXM DD). Secondly, constructing FIXM data conceptual model and FIXM data logical model with the help of UML according to FIXM DD. Lastly, generate Flight Object Data (FOD) with XML Schema. FOD is a critical part of FIXM, it applied the theoretical model to physical application. This research accomplished the FIXM model building and testing. FIXM provides a brand new format for aviation data interchange and it laid foundation for the future development of SWIM system.
