Water is the material basis of human beings' survival and social and economic development and it is important natural resource that can't be replaced. With economic and social development and with municipal process quickening, people have higher demand for water quantity and water quality. But fresh water that can be used is limited. So scarce water not only restricts economic and social development but also results in continuous deterioration of water environment. So study on the optimal allocation of regional water quality and water quantity is important and has theoretical and practical meaning.In this paper, research situation of optimal allocation of water resources at home and at abroad is analyzed and the shortcomings of optimal allocation of water resources at present are pointed out. On the basis of analyzing the structure of water system and its characteristic, the model for optimal allocation of regional water quality and water quantity is established. Then the method to solve the model based on matlab optimal toolbox is put forward. And at tile same time the methods to predict water demand hi the future, such as BP Neural Network, GM(1,1) of new information with the same dimension and non-linear exponential regression , are also studied in this paper. At last the model for optimal allocation of water quality and water quantity of Puyang City is established. The concrete contents are as follows:(1) Research situation of optimal allocation of water resources at home and at abroad is summarized on the basis of consulting some literatures. From the viewpoint of sustainable development, the shortcomings of optimal allocation of water resources at present and the working pivots in later work are pointed out.(2) The basic research thinking of optimal allocation of regional water quality and water quantity is put forward. The basic theories such as the rules and contents of regional water resources evaluation, the rules and methods of regional water demand prediction are discussed; The methods to calculate the amount of regional surface water, ground water, the total amount of regional water resources and the amount of water resources which can be used are discussed; The basic theories such as the rules and contents of optimal allocation of regional water quality and water quantity are also discussed and the basic thinking to study it is brought forward.(3) Based on sustainable development theory and taken the maximum aggregate benefit of economic , environmental and social benefit as the objective, the model for optimal allocation of regional water quality and water quantity is established. The recognition and measurement of social, economic, and environmental benefit are studied and concrete expressions of these three objects are given; According to different features of water users and water sources, the concepts and calculation methods of water use fair coefficient of water users and water supply sequence coefficient of water sources are presented; The concept andcalculation method of accordant coefficient of water environment and economic system are also put forward and it is considered as a condition of constraint; The method to calculate discharge amounts of key contaminants in a planning standard year is brought forward; On the basis of analyzing characteristics of the model for optimal allocation of regional water quality and water quantity, the method based on matlab optimal toolbox to solve the model is discussed.(4) The applications of BP Neural Network prediction GM(1,1) prediction of new information with the same dimension non-linear exponential regression prediction in regional social-economic indexes are discussed in this paper. Aiming at the shortcomings of BP model such as easy leading to local minimum value and slow convergence velocity, some improved methods are presented such as non-linear normalization of original datax additional momentum and automatically adaptive learning rate.
